PREVENTIVE MEASURES

1.         Schedule yearly inspections and maintenance as needed of all bridges, culverts, ditches, dikes, catch basins and lake inlets and outlets.

Lead Agency:               Local highway districts

Supporting Agencies: LEPC, Boundary County Office of Emergency Management, Idaho Department of Transportation, private property owners, property owner associations, and interested community groups

When:                          Annually

Resources/Funding:       Annual agency budgets, service groups, clean-up contingency funds, Sheriff’s Labor Program

2.         Inspect culverts at high water level and seek funding for future mitigation.

Lead Agencies: Local Highway districts

Supporting Agencies:    Idaho Department of Transportation, private property owners, interested community groups, cities, Boundary County Office of Emergency Management.

When:                          Semi-annually, as needed

Resources/Funding:       Annual agency budgets, grants from state and federal agencies

3.         Schedule yearly inspection and maintenance of channels of stream, river and lakes at time of low water.

Lead Agencies: Idaho Department of Lands and Navigable Waters

Supporting Agencies:    Boundary County Office of Emergency Management, Boundary County Sheriff’s Office, Idaho Department of Water Resources, Flood Mitigation Task Force, Idaho Department of Fish and Game, Idaho Department of Transportation, U.S. Fish and Wildlife, private property owners,  interested community groups

When:                          Annually

Resources/Funding:       Annual agency budgets, service groups, clean-up contingency funds, Sheriff’s Labor Program, grants from state and federal agencies.

4.         Request the FEMA re-evaluate current flood zones and prepare new flood insurance maps.

5.         Incorporate the National Flood Insurance maps for Boundary County into the county GIS system.

PROPERTY PROTECTION

1.         Perform flood mitigation activities with respect to structures and water, and sewer facilities in areas throughout the county, including public and private recreation facilities.

Lead Agencies:             Federal, state, and local parks and recreation agencies and districts

Supporting Agency:      Private park owners

When:                          Two to five years

Resources/Funding:       Annual budgets of Federal and State recreation agencies, Boundary County Parks and Recreation budget and private recreation facility owners

 

PUBLIC EDUCATION AND AWARENESS

1.         Develop and distribute information about resource conservation mitigation measures and financial incentives for private property owners to mitigate flood damage

Lead Agency:               Boundary County Planning and Zoning

Supporting Agencies: LEPC, Idaho Bureau of Homeland Security, Natural Resource and Conservation Service, Boundary County Building and Planning Department, other county, state, and federal agencies

When:                          One year

Resources/Funding:       Federal and state grants, local budgets

2.         Develop a partnership with local schools to promote education about flooding

Lead Agency:               National Weather Service

Supporting Agencies:    Boundary County Office of Emergency Management, LEPC, Boundary County Building and Planning Department and Kootenai National Wildlife Refuge, local school districts and local fire departments

When:                          One year

Resources/Funding:       FEMA and EPA grants, Idaho Department of Education, local school district budgets, National Weather Service, Red Cross

3.         Install gauges to establish an elevation for each lake and river in Boundary County

Lead Agency:               National Weather Service

Supporting Agencies:    Boundary County Office of Emergency Management, LEPC

When:                          Six to ten years

Resources/Funding:       National Weather Service, volunteer groups

4.         Develop a program for lake and stream bank stabilization

Lead Agency:               US Army Corps of Engineers

Supporting Agencies:    Natural Resources Conservation Service, local highway districts, Idaho Transportation Department, Federal Highway Administration

EMERGENCY SERVICES

1.         Pre-position sandbags at fire stations and designate staging areas and sand at pre-designated locations for each highway district prior to and during flood events. Inspect sandbags on regular intervals for condition and age so good bags are available when needed

2.         Plan for and maximize emergency access to all public and private property during flooding

3.         Support initiatives to improve forecasting equipment and technologies on major streams for effective advanced warning

Lead Agency:               National Weather Service

Supporting Agencies: Boundary County Office of Emergency Management, Natural Resource and Conservation Service, U.S. Geological Survey, National Weather Service, Corps of Engineers, local elected officials

STRUCTURAL PROJECTS

1.         Size culverts to provide adequate flood flows

Lead Agency:               Local    highway districts

2.         Require all new roads to be above 100-year flood levels
